The results of these last 7 1/2 years, something like this being done so blatantly doesn't surprise me. But it has been going on, to a lesser degree, in the "public education" system as well for many years.

I have a perspective on police work that many do not. Although it was military police, I was a policeman in the late 60's through the early seventies. There were bad apples, more than it should have been. However most of them were just ordinary guys, a pretty generic slice of the population. With the huge numbers of police jobs out there, I don't think you can expect much more than that. Maybe a few psych tests will eliminate some, but you are going to end up with a pretty generic slice of the population. Take the average Joe who is reasonably intelligent and is not a criminal, train him and put him on the street. When it comes right down to it, he's going to have the same concerns and fears that the general population has. Average Joe the office worker has plenty of time to think and plan, but he makes a mistake and what happens? He orders to many toasters or not enough pencils. Average Joe the policeman thinks a guy may be an armed robber and he has to approach him. There's a lot of critics out there who would be superman and approach him with no fear. Average Joe the policeman is going to have concerns. Maybe something happens. Average Joe has to make the right decision in a split second or he may be dead, not in trouble because the company ran out of pencils. Our police forces are always going to be made up of average Joes and the more dangerous things get, there may just be fewer average Joes who want the job and we have to look at a little bit less than average Jim to fill the position. I was driving my beat up old work truck last summer and I got stopped. He said I rolled through a stop sign. I did not, but I sat patiently in my truck with my hands in plain view on the steering wheel because I didn't want to make him any more nervous than he was. If I'm fumbling around for my wallet, what's to stop him from wondering if I'm doing something potentially dangerous? I want him and the situation to be as calm as possible and in my heart I know he was suspicious because of the old beater I was driving. I carried on a conversation with him respectfully. After a couple of minutes he said "Have a nice day sir." and I drove away with no ticket and no problems.

fiddling, I applaud your view. I grew up in a family that ran a large honky tonk. I probably starting bouncing at 16. Profiling is the best tool available for preempting crime. We all concede that mistakes are made when profiling, however when one performs a basic cost benefit analysis it becomes clear that it is better to hurt the feelings of one individual than it is too take the life or destroy the property of many individuals. The math is decisive.
My grandfather always told me to remember that all outlaws didn't have tattoos, but by God most of them did!!!!!

We all concede that mistakes are made when profiling, however when one performs a basic cost benefit analysis it becomes clear that it is better to hurt the feelings of one individual than it is too take the life or destroy the property of many individuals. It can be dangerous to not take into consideration how things work in the real world.
