I go though Cairo Illinois 2 to 4 times a week making deliveries. There's almost no industry left, a place on the river where farmers haul their grain, a Dollar General, 3 or 4 liquor stores, a couple of mini mart type stores, most of them selling lottery tickets and others state sponsored slots. Cairo has a population of maybe 1,000 or a little more these days. It's dwindling fast, faster since they tore down some public housing units. It took in over 800,000.00 (that's before payouts) this November alone (money stat from official Il numbers). That's one month. Where's the $ coming from? Most buildings are torn down or boarded up because the glass has been busted out. At one time, Cairo was a bustling little town where the Ohio and Mississippi meet. Way back when Washington DC was named our capital, Cairo made the list of 5 finalist.
