So not Shiff is saying if the subpoenaed state dept personnel don't come they will be considered as obstruction and the whistle blower account implicitly true (2nd and 3rd hand of course.
Now here's the issue, he doesn't want to allow a State Dept. Lawyer with them nor personnel lawyers.
